Copying here a comment in opposition to a very similar (now closed) proposal from Talk:Wenchang Space Launch Site#Merge proposal that I think will also apply to this proposal:

"HICAL is the first Chinese non-governmental organization to manage a launch site, and is expected to participate in additional Chinese commercial launch sites in the near future.
